MARINE BOARD - EUROPEAN SCIENTIFIC DIVING PANEL (MB-ESDP)
Fifth Meeting – 20 January 2011, MUMM Headquarters – Gulledelle, 100 B-1200, Brussels

1. Introduction
Approval of the last meeting report (fourth meeting – 16 June 2010) – approved ; all actions have been addressed
Update on COST meeting 27-28 September 2010 – Agenda item 2

2. Feedback COST/ESDP workshop on scientific diving
ESDP action 1 – list of publications/outputs for scientific diving. Some national committees (e.g. UK, Finland, France, Italy, Germany) are now collating publications and outputs from their membership. Issues with the time to do this, formatting, which software to use etc.

“Zotero” was suggested as a possible software platform for a future database.

Once a format is agreed then members to forward their national databases to Pirkko. Philipp may fund students to perform an independent search of literature.

PIRKKO : To research formatting of literature and propose an interface form to submit publicarions (e.g. EndNote)

ESDP action 2 – joint AAUS/ESDP meeting still scheduled for 2013. Meeting proposal will go to the AAUS board on March 4-6 in Atlanta but tentatively Dutch Antilles (Curacao).

MARTIN : To continue liaison with AAUS regarding a future joint scientific meeting with ESDP

ESDP action 3 – databases. Still to populate database on vessels supporting scientific diving.

AURÉLIEN : to contact the COST workshop participants

Main scientific diving database (on www.scientific-diving.eu) is still only complete in places. A new request to go out in 2011 to populate the database. Needs to be updated to include national websites (to be included in the requests for more information).

PHILIPP : Continue to update and maintain the SD database – to send out new 2011 request.

ESDP statement on “Diving from research vessels” – ongoing. Alain is developing a SOP for diving from vessels. Philipp has standard risk assessments for diving from vessels. The two can be combined. When completed the SOP can be forwarded to EuroFLEETS

PHILIPP & ALAIN : to develop a standard guideline for diving from research vessels.

ESDP action 4 – information chart for implementation of a national scientific diving committee. Aurélien will try to draw this together. Philipp : to contact Romania about diving regulations.

AURÉLIEN : to produce information on developing a national committee

WG1 SD contribution to address marine Grand Challenges – draft paper from Dan Tchernov (Israel) ; also a contribution from Fleur van Duyl (NL). This is a first draft, now requires input from other contributors in the areas identified in the report of the COST meeting. Deadline is 28 February 2011.

ALL : to submit WG1 contributions to both Dan and Aurélien for consolidation

WG2 European scientific diver training – Jouni has delivered a first draft. Members are encouraged to send factual corrections to Jouni before 28 February.

ALL : to examine the draft on scientific training to Jouni by 28 Feb

It was discussed and agreed that there are now many routes by which divers are obtaining the ESD/AESD qualifications. The ESD/AESD qualification is providing a basis for mobility, but there will remain the requirement to assess competence and/or provide additional specialised training (e.g. dry suit, ice-diving, cave diving etc.).

General discussion on training and qualifications – agreed it would be of use to construct a table on training information – courses, syllabuses, when/where/how etc.

AURELIEN : send to JOUNI a table template for completion by SD experts and officials

General discussion on equivalent qualifications – there are already some information on equivalencies. For example see :

3. ESDP membership
Portugal – progress being made but limited information at this time to ESDP
Slovenia – now have a national committee for scientific diving. Martin to write to them for details to be included in mailing list.

4. Updates on COST action “BioDive”
COST action was not accepted for the second round during the last submission round. The reviews were mixed. Reasons given for non-acceptance : overlap with existing actions ; lack of clarity in work programme ; limited number of participants. The main vertical weaknesses were in Innovation and Public Utility/Science. Presentation also needs improvement. Full report given on COST website :

Need to include the 2010 EU Commission Decision 2010/477/EU (criteria and methodological standards on good environmental status of marine waters) and include the 2012 directive targets (in particular habitat status monitoring and the benefit of using scientific diving to achieve this), with upto 2016 to implement the monitoring programme. Will also be necessary to highlight stronger socio-economic benefits of the action outputs.
Decision to revise and resubmit the proposal. First collection date in 2011 is Fri, 25 March 2011 @ 17:00
Also need to highlight the role of ESDP
Philipp will summarise the changes that will be made. Revised to be circulated for comments (but remembering the tight word limitations). A 2nd draft to be circulated but for presentational comment only.

PHILIPP : To revise the proposal and circulate during February. 1st draft by 7th Feb, feedback until 21st Feb ; 2nd draft to go out by the 28th Feb.

5. Update on FP7 training network proposal
Proposal to establish through the Marie Curie initiative for SD training and research using SD at the PhD and post-doc researchers. The training will be targeted at advanced SD techniques. ESDP has contributed a letter of support for the training proposal being led by Massimo Ponti. Submission date is 25th January 2011.

GIORGIO to report about the forthcoming developments

Joint group (The University of Nottingham, Plymouth University and Hull University) are to study CO2 emissions in the Italian Mediterranean.

GIORGIO will update the results

6. Other networking activities
WG MPAs - ongoing initiative on MPAs. Meeting late 2010 of the working group which received a presentation on ESDP. Potential for a section on SD operational tools for monitoring MPA outcomes.

EuroFLEETS (& ERVO) – to feed in the SOP on diving from research vessels (see above)

Smithsonian – see AAUS/ESDP above

7. Database
To try and redesign the website to enhance the database presentation better.

AURÉLIEN : to redesign the database interface

8. Publication material & website
ESDP leaflet ? Probably no Marine Board funding available. Aurélien to research the costs of such a leaflet – see what funding is at the national level.

AURÉLIEN : to research printing costs for a ESDP leaflet.

Website : to link to national SD committees. ESDP pages on the ESF-MB website has links to SD database, announcements for upcoming meetings, reports and ppts of previous meetings.

9. Any other business
ISOSD3 – to be arranged and held in Italy (Rome with possibility of diving in Tuscany or Lakes nearby within 2 h driving) at end of 2011 (late November / early December)
